History of William Gordon Bowen GS'58
The selection of William Gordon Bowen GS'58 (1933-) as the University's seventeenth president surprised no one. He grew up in a small town near Cincinnati, Ohio, and graduated from Denison University, after serving as co-chairman of the student body, winning an Ohio Conference tennis championship, and earning Phi Beta Kappa. He came to Princeton in 1955 on a Woodrow Wilson Fellowship to study economics at the Graduate School, and earned his doctorate in 1958, just before his 25th birthday. He was immediately appointed assistant professor of economics and research associate in the Industrial Relations Section.
He quickly became a popular and highly respected professor. His research focused on the economic relationships between government, education, the arts, and labor. His publications included The Federal Government and Princeton University, a study of the role of federal funding and its consequences for Princeton; Economic Aspects of Education, a comparative study of university financing in the United Kingdom and the United States; Performing Arts: The Economic Dilemma with William J. Baumol, and The Economics of Labor Force Participation with Vanderbilt's T. Aldrich Finegan, a definitive study on minimum wage and unemployment.
In recognition of the "ever-mounting responsibilities a university president must shoulder," the Trustees established the position of provost-the second-highest ranking University official-in 1966. President Robert F. Goheen '40 chose Bowen as the University's second provost one year later. During his five-year term, Bowen was so closely identified with the respected Goheen that the students nicknamed the provost "Boheen." Bowen served on the committee that recommended coeducation and was widely assumed to be one of its most enthusiastic proponents. As provost, he guided the implementation of coeducation, from establishing admission policy and providing housing, to hiring female faculty and staff. He was credited with almost single-handedly balancing the University's budget while remaining popular in the University community.
When Goheen notified the Trustees that he would retire by the end of the 1971-1972 year, the University community expected Bowen to be named his successor. In November 1971, after a short but national search, the trustee search committee recommended Bowen to the full Board of Trustees. The November 30 Daily Princetonian reported that three other search groups-representing students, faculty, and staff-had each already declared Bowen their first choice. The Trustees approved Bowen's selection unanimously. Bowen was the first Princeton president who was neither a Presbyterian minister nor the son of one. In fact, he thought that religion ought to be a private matter (foreshadowing a cold relationship with the dean of the chapel). Despite the campus enthusiasm, both Goheen and Bowen wanted to reassure the community that the new president would take a human-not strictly economic-approach to campus administration. "As pressing as economic issues really are, they're not the most important ones for me now," stated Bowen at the press conference announcing his appointment. "Educational issues are." Bowen was formally installed June 30, 1972.
Racial integration and coeducation as well as unrest over the Vietnam War made the final years of Goheen's administration turbulent ones. In comparison, Bowen's presidency was calm. While the major decisions that led to racial integration and coeducation at Princeton had already been made, the University had yet to establish most support programs and policies intended to serve these new groups of students. In addition, the recruitment of racial minorities and women into the faculty and administration had barely begun.
Bowen and his administration remained loyal to the progressive new initiatives of the "Boheen" years, but he continued to face resistance from alumni. Despite the best efforts of the administration, alumni often saw a very different Princeton from the one they once attended. While many accepted racial integration as necessary to keep up with the times, they tended to be far more skeptical about coeducation, and were infuriated by any hint of cohabitation. A reactionary alumni organization called Concerned Alumni of Princeton (CAP) capitalized on widespread alumni disillusionment by establishing a publication entitled Prospect. In addition to coeducation and cohabitation, Prospect railed against Princeton's left-leaning faculty, sex education and reproductive health care on campus, and the University's acceptance of a student organization called the Gay Alliance. Depressed further by consistently bad performances in football, many alumni became unreceptive to the University's fundraising requests.
Through positive, thoughtful, and consistent public relations, however, Bowen managed to right this foundering relationship. He insisted on a personal reply to every letter, particularly from alumni. He responded to Prospect's most serious accusations both in Prospect itself and in the Princeton Alumni Weekly ( PAW). He increased his visits to alumni associations across the country and invited wealthy and influential alumni to participate in Princeton Today programs on campus. All of these efforts were enormously successful. By the early 1980s, alumni were once again supportive of Bowen and his administration, and CAP had lost much of its influence. Indeed, Prospect ceased publication in 1983.
This turnaround arrived just in time for the fundraising Campaign for Princeton, officially begun in 1981 (but in preparation since the late 1970s). After increasing the goal several times, the campaign raised a staggering $410 million, mostly from alumni. The campaign coincided with the establishment of the college system, which organized five colleges-Butler, Forbes, Mathey, Rockefeller, and Wilson-mostly out of existing dormitory complexes and dining halls. The primary purposes of the campaign, however, were to supplement the University's financial aid programs and to strengthen the faculty by increasing their salaries and the number of positions.
Perhaps the most controversial and tenacious issue that faced the Bowen administration was whether or not to withdraw University investments from companies doing business in South Africa. Proponents of divestment contended that withdrawal of economic support would pressure the South African government to abandon apartheid. From his tenure as provost to the end of his presidency, however, Bowen steadfastly defended Princeton's investment policies, arguing that divestment would hurt South African blacks rather than help them and that the University could not take a stand on politically controversial issues. Student opposition to an otherwise well-liked administration reached its most volatile point when students demonstrated against Princeton's investment policies in the late 1970s and again in the mid-1980s. Bowen temporarily diffused the situations by agreeing to meet with students in campus forums, holding discussions with student leaders, and addressing the issue in the Daily Princetonian.
Throughout his presidency, Bowen continued to play tennis on campus and periodically taught sections of Economics 101. In January 1987, Bowen announced his intention to leave Princeton a year later to assume leadership of the Mellon Foundation (once again replacing Robert F. Goheen). Joining Bowen would be Provost Neil Rudenstine, who agreed to become Mellon's vice president. As president of the Mellon Foundation, Bowen found time to author major works analyzing higher education policy, such as The Shape of the River (with Derek Bok, 1998), The Game of Life (with James Shulman, 2000), and Reclaiming the Game (with Sarah Levin, 2003). As of 2004, Bowen continues to direct the Mellon Foundation. Harold T. Shapiro GS'64 was installed as Princeton's eighteenth president January 8, 1988.

Arrangement
The collection is arranged into eighteen series, organized as closely as possible to the original filing system, and a final series comprised of miscellaneous material. Most series contain subseries, each described individually in the description section below. Items in the folders are filed in reverse chronological order unless otherwise noted. The filing system was largely inherited from Bowen's predecessor, Robert F. Goheen '40, and was bequeathed in turn to Bowen's successor, Harold T. Shapiro GS'64. A card index to Bowen's files, maintained by Bowen's secretaries and still usable, can be found as Subseries 18G (boxes 434-450).

Subseries 1B: Chairmanships, 1971-1987, is almost exclusively about the selection of new department chairs and is organized by department. Department chairs were generally appointed for five-year terms and were selected by the president and the dean of the faculty on the advice of the members of the department. Much of this material consists of frank and often critical memoranda written by faculty members to the president assessing the past service and future potential of their colleagues as department chairs. These appraisals variously consider scholarship, teaching, management, personality, and department politics.

Assistant to the President Dr. Mary Bunting had special responsibility for the programs while she worked in the president's office from 1972-1974, and most of the material in this subseries is addressed to and from her. In a 1973 memorandum, she lists the following as subsets of Princeton's continuing education program: the Princeton University Conference, the VERB Program, the Mid-Career Program, the Engineering School Short Courses, and the Alumni College.

Subseries 1E: Departments, 1966-1987, contains most of the correspondence with faculty, students, and others relating to specific academic departments, and is arranged by department. Topics include faculty recruiting, appointments, and retention negotiations; student complaints; space limitations and renovation plans; the confidential and public reports of department chairs; and discussions related to resolving departmental disputes. The content of this subseries is similar to that of Subseries 1H and 1I, although information regarding the consideration and appointment of faculty for department chair positions is located in Subseries 1B.

Annual reports to the president by administrative departments, when they were issued, are also filed here. Records of controversial issues involving administrative departments or offices include the debate over sex education at the health services department and the food services strike. The files on the admission office are particularly detailed, including admission policy debates, correspondence with prospective students, and contentious admission cases. Of particular interest among these are the folders on coeducation. Because personal information about specific students is restricted by law, all files on applicants (box 99, folder 3 through box 104, folder 11) are closed for 75 years or until the death of the student.

Subseries 2E: Legal, 1972-1987, is divided into two parts: cases and legislation. The cases run contains material related to lawsuits involving the University. While the president was not involved in the day-to-day operation of the University's legal defense, he did involve himself in the most high-profile cases; especially decisions about when to settle out-of-court, how to handle cases from a public relations standpoint, and whether to testify himself. The legislation run contains material relating to the establishment of new federal and state laws and compliance with existing ones. The University was particularly interested in laws affecting public funding of private universities and research, laws enforcing equal opportunity and treatment, and tax laws affecting private donations. Bowen maintained especially strong and sometimes personal relations with members of Congress who were Princeton alumni or who represented New Jersey, and often lobbied them particularly. These files include significant correspondence with Senators Bill Bradley '65 (D-NJ), John Danforth '58 (R-MO), Claiborne Pell '40 (D-RI), Paul Sarbanes '54 (D-MD), and Harrison Williams H'82 (D-NJ), as well as Representatives Millicent Fenwick H'85 (R-NJ), James Howard (D-NJ), and James Leach '65 (R-IA).

Events include Alumni Day, the President's Conference, and reunions. Alumni-related publications include the Princeton Alumni Weekly and Prospect, and are documented through memoranda, correspondence, and clippings. These files do not, in general, contain entire issues. The complete runs of these publications can be found in the Mudd Library's reference room or in its P Collection. Correspondence with the various Princeton alumni class associations and regional associations is found here, as is material relating to special alumni organizations such as the Association of Black Princeton Alumni (ABPA) and the Concerned Alumni of Princeton (CAP), the conservative group critical of the administration and responsible for the publication of Prospect magazine. Vigorous defenses (and clarifications) of University policies, from coeducation and sex education to academic free speech and the role of the Gay Alliance, can be found in these files.

Series 5: Bowen (Personal), 1968-1988, contains records that pertain to the president himself. This series is difficult to define. Some elements, such as Subseries 5C, are incomplete. Subseries 5D was probably a later addition to the series, as the style of the original folder labels was quite different. Subseries 5B consists of two runs of correspondence, which must have been joined from two different locations in the files. This entire series, in fact, might have originally been a subseries of Series 9.

This subseries actually contains two runs of alphabetized correspondence; the content of the two is difficult to differentiate, but the first run includes requests of Bowen to participate in various conferences and to contribute to various publications. The original folders of the second run were marked "personal," although the content of the folders seems no more personal than much of Bowen's official correspondence. The folders from the two runs (but not their contents) have been interfiled.

Originally arranged chronologically, the subseries has now been re-arranged alphabetically according to topic or title. The exact dates of the speeches have been retained for scholars interested in establishing a chronology. Some speech folders contain rough drafts. There are also some statements issued by Bowen on controversial matters, such as divestment from companies doing business in South Africa. Folders containing general speeches, statements, notes, and drafts for each academic year begin the subseries.

Subseries 5E: Trips, 1972-1987, consists mostly of trips made by Bowen to visit alumni around the world for the purpose of maintaining alumni morale, participation, and contributions. The trip to Greece, however, was primarily a family vacation, and the trip to China was chiefly an opportunity to observe the labor and educational systems in that country. Alumni visit folders contain correspondence with alumni, travel arrangements, reports on the visits, and development office briefings on key alumni to be visited.

The series documents Bowen's sometimes icy relationship with the longtime dean of the chapel, Ernest Gordon (prisoner-of-war author of Through the Valley of the Kwai), and their differing opinions about the role of Christianity at the University and in the Chapel. The series also contains material about the committee formed to review the role of the University Chapel and its dean, established at Bowen's request as Gordon was nearing retirement.

This subseries includes files on the allocation of available funds, bequests to the University, class funds available to the University, and endowment income. By far the largest section of this subseries (in fact the largest section of the whole series) is the run of files containing correspondence and reports concerning gifts from corporations and foundations. High-profile companies and organizations that donated to Princeton, or considered it, during Bowen's presidency, include the American Cancer Society, AT&T, Exxon, the Ford Foundation, IBM, the Andrew Mellon Foundation, the National Endowment for the Arts, and the Robertson Foundation. Countries whose governments contributed to Princeton, or considered it, include Iran, Japan, and Saudi Arabia (all filed in the same run as the corporate and foundation donors). Subseries 7G: Investments, 1969-1988, consists of files on the investments and investment policies of the University. Topics include the trustee committee on investments; investment managers and companies; and high profile investments like Palmer Square and the Princeton Investment Company. The most prominent topic in this subseries, however, is South Africa and Princeton's investment policies regarding this racially segregated nation. This was a contentious topic on campus from the late 1960s through Bowen's entire tenure. All aspects of the issue are represented in this subseries, including the economic effects of divestment, administration/trustee relationships with corporations doing business in South Africa, arguments for and against divestment, student unrest in favor of divestment, and background material on the social, political, and economic situation in that country. Divestment from South Africa may have been the most tenacious and controversial issue that faced the Bowen administration, and Bowen doggedly defended Princeton investment policies throughout his presidency. Well-known faculty and staff members include Mary Bunting, Richard Falk, Frederic Fox, Ernest Gordon, Sheldon Hackney, Stanley Katz, Bernard Lewis, Neil Rudenstine, and Donald Stokes. Deans of admission and football coaches regularly have thick files, as they always attracted a great deal of scrutiny.

Subseries 10A: General, 1972-1987, contains records concerning the physical education and athletics department, divided by year. Participation in physical education programs was required of freshmen at the beginning of Bowen's presidency, a rule that was later relaxed. While technically a requirement, the records indicate that non-compliance was fairly common and tacitly allowed. Most of these records, and indeed the primary concerns of the department, involve the intercollegiate sports teams. Files contain annual reports and records relating to general Ivy League athletic arrangements, coaching and staffing, the establishment and elimination of teams, fundraising, and public relations.

Topics include alumni, athlete, and coach complaints and responses; team schedules, records, and rosters; profiles of team members; news clippings, press releases, and team newsletters; tournaments and events attended; athlete discipline problems; and athletic team alumni associations. More attention was paid to the football teams than to any other by the alumni and the administration; this is reflected in the size of the football files. Because personal information about specific students is restricted by law, files in this subseries are closed for 75 years.
