Biography of Hamilton Fish Armstrong
Hamilton Fish Armstrong was born, the youngest of seven children, April 7, 1893, in the house on West 10th Street where he lived all his life. His parents, D. Maitland Armstrong (1836-1918) and Helen Neilson (1845-1927) named him for his great uncle, who was Grant's Secretary of State. His father was an artist, working especially with stained glass, and a one-time Consul General to Italy. Armstrong grew up in New York City and received his education at Gilman Country School in Baltimore, Maryland, and at Princeton University from which he received the A.B. in 1916.
Following his graduation Armstrong worked in the business department at The New Republic before entering the army in 1917. Commissioned a second lieutenant in October 1917, Armstrong advanced to first lieutenant and became Military Attache to the Serbian War Mission to the United States in December 1917. In November 1918, he received orders to Belgrade to become Assistant Military Attache to Serbia where in January 1919 he became Acting Military Attache.
Upon his military discharge in June 1919, Armstrong returned to New York to work on the editorial staff of the New York Evening Post, becoming the paper's special correspondent to Eastern Europe in 1921. His time in Serbia kindled in him a lifelong interest in foreign affairs, and in 1921 he became involved with the newly-formed Council on Foreign Relations, created to ensure that the United States' growing role in world affairs be informed and responsible. In 1922 Armstrong accepted a position as managing editor of the Council's magazine, Foreign Affairs, at the request of editor Archibald Cary Coolidge. Upon Coolidge's death in 1928, Armstrong became editor, a position he held until his retirement in 1972. Armstrong also served as the first Executive Director of the Council (1922-1928) and as a Council director from 1928 until 1972.
As editor, Armstrong travelled frequently, visiting with policymakers including King Alexander of Yugoslavia, Raymond Poincaré, Adolf Hitler, Benito Mussolini, and Neville Chamberlain. He was also well acquainted with many prominent Americans, such as Woodrow Wilson, Franklin D. Roosevelt, and Henry A. Kissinger. He belonged to many important committees and foundations: member of the President's Advisory Committee on Political Refugees; three times delegate to the International Studies Conference (1929, 1933, 1935); trustee and twice president of the Woodrow Wilson Foundation; trustee and once president of the New York Society Library; and trustee of the New York International House.
Armstrong held many prominent positions during the Second World War. From 1942-44, he served on the United States State Department's Advisory Committee on Post-War Foreign Policies, which produced the original plans for the United Nations. In 1944, he became the special assistant to the United States ambassador in London with the personal rank of minister, before serving in 1944 and 1945 as special adviser to Secretary of State Edward R. Stettinius, working on the charter for the United Nations. At the San Francisco Conference in 1945, he was one of three senior advisers to the United States delegation.
Armstrong wrote prolifically, penning numerous magazine articles–forty-nine for Foreign Affairs alone–and thirteen books (he edited five others). His books include The New Balkans (1926), Where the East Begins (1929), Hitler's Reich: The First Phase (1933), Europe Between Wars? (1934), Can We Be Neutral? (1936) with Allen W. Dulles, “We or They:” Two Worlds in Conflict (1937), When There Is No Peace (1939), Can America Stay Neutral? (1939) with Allen W. Dulles, Chronology of Failure (1940), The Calculated Risk (1947), Tito and Goliath (1951), Those Days (1963), and Peace and Counterpeace: From Wilson to Hitler (1971). He edited The Book of New York Verse (1918), Foreign Affairs Bibliography (1933) with William L. Langer, The Foreign Policy of the Powers (1935), The Foreign Affairs Reader (1947), and The Foreign Affairs Fifty-Year Reader (1972).
His activities received much recognition, both at home and abroad. His time in Serbia earned him the Order of the Serbian Red Cross (1918), the Order of St. Sava Fifth Class (1918), and the Chevalier of Order of the White Eagle with Swords (1919). He was awarded the Order of the Crown (Rumania) in 1924 and the Order of the White Lion of Czechoslovakia in 1937. In that year he was made an officer of the Legion of Honor of France and became a commander in 1947. He was appointed a Commander of the British Empire in 1972. He received honorary degrees from Brown (1942), Yale (1957), the University of Basel (1960), Princeton (1961), Columbia (1963), and Harvard (1963).
Armstrong married three times. Helen MacGregor Byrne became his wife in 1918, and they had one daughter, Helen MacGregor (later Mrs. Edwin Gamble) on September 3, 1923. Armstrong and Byrne divorced in 1938. Armstrong married Carman Barnes in 1945, a marriage which ended in a 1951 divorce. In that same year Armstrong married Christa von Tippelskirch. Armstrong retired from Foreign Affairs in 1972, the fiftieth year of its publication, and died after a long illness on April 24, 1973, at the age of 80.

Consists of both personal and public papers of Armstrong (Princeton Class of 1916), including correspondence, notebooks, memoranda, writings, memorabilia, photographs, and clippings. The correspondence series is a major resource for the shaping of 20th-century American foreign policy. It documents the history of the Council, the expanding role of FOREIGN AFFAIRS magazine, the interactions of Armstrong and Archibald Cary Coolidge in shaping the journal, and Armstrong’s extended discussions with public servants, academics, and journalists regarding leading issues between 1920 and 1972. Series 1: Correspondence, 1893-1973
Series Description
The correspondence is arranged alphabetically by correspondent and chronologically within each file. It consists primarily of material relating to Hamilton Fish Armstrong's work as editor of Foreign Affairs and is extremely comprehensive. The nature of the correspondence varies widely, and includes editorial correspondence, letters debating current political issues, business letters relating to the Century Club and Armstrong's other personal interests, and personal correspondence. There is also some correspondence relating to several of Armstrong's books. As editor of Foreign Affairs, Armstrong was responsible for recruiting prominent political figures to write articles for the publication; this frequently involved domestic and foreign travel. The correspondence is comprised of 66 boxes of material.
The most notable portion of Armstrong's correspondence is with Archibald Cary Coolidge, the first editor of Foreign Affairs, 1922-1928. Coolidge had taken the position as editor on the understanding that he could remain at Harvard while Armstrong served as Managing Editor, running the New York office and taking care of the daily routine. While the correspondence generally remained on a professional level, the two were good friends and corresponded daily for more than five years. The papers include the originals of both sides of the Armstrong-Coolidge exchange as well as other Coolidge correspondence with important Council figures. There is also a small section of general correspondence belonging to Coolidge that does not relate to the Council. How these Coolidge materials came into Armstrong's hands is uncertain.
Armstrong originally learned of the position at Foreign Affairs in the early 1920's from Edwin F. Gay, who had recently become editor of The Evening Post. Gay served on a Council on Foreign Relations committee that sought to establish a journal that would address foreign policy matters. Much of Armstrong's early correspondence with Gay focuses on the creation and organization of Foreign Affairs, while the later correspondence deals primarily with maintaining and improving the financial success of the journal.
There is a significant amount of correspondence with Foreign Affairs staff members, especially Assistant Editor Byron Dexter and Managing Editor Philip W. Quigg. Both kept Armstrong up to date on Foreign Affairs matters, such as upcoming issues, possible articles, and finances when he was abroad. Essential to the routine correspondence was Armstrong's long-time secretary Mary H. Stevens, who kept things running at the office when Armstrong was away or out of the country.
One of the privileges of Armstrong's position at Foreign Affairs was the opportunity to meet influential leaders such as Dwight Eisenhower, Adolf Hitler, John F. Kennedy and Adlai E. Stevenson. An idea of the range of people with whom Armstrong corresponded on a regular basis include Dean Acheson, Frank Altschul, Newton D. Baker, Hanson Baldwin, Edvard Benes, Isaiah Berlin, General Tasker H. Bliss, Chester Bowles, Karl Brandt, Isaiah Bowman, McGeorge Bundy, William P. Armstrong's most prolific correspondences, however, were with public servants, academics, and journalists, discussing issues of the day, Foreign Affairs articles, and occasionally personal matters. His detailed correspondence with Madame Mabel S. Grouitch is among the more substantial correspondences of the series. Grouitch, who is best known for her work with the Serbian Aid Fund, the American Home for Yugoslav Children, and the American Yugoslav Society (files in the Organizations and Committees series), met Armstrong in 1912 after she presented a speech at Princeton University. The two became friends and corresponded regularly for over fifty years. During that time, Armstrong wrote many articles and letters in support of Grouitch's activities in Yugoslavia. Conversely, Grouitch encouraged Armstrong's endeavors with Foreign Affairs and elected him to the Executive Committee of the Serbian Aid Fund.
Each correspondent's principal interests are reflected in his/her correspondence with Armstrong. In fact, Armstrong had many of them write articles in these fields for Foreign Affairs. For example, Jay Allen discussed the Spanish Refugees who were flooding into France in many of his letters. Allen and Armstrong suggested and edited articles for each other on this topic. This exchange of ideas also worked on a personal level. For instance, Felix Frankfurter and Armstrong shared thoughts about Council dinners, Foreign Affairs articles, government policies, and international events.
Editorial correspondence was of two types–within the framework of a larger correspondence or related to a single article with no further development. Most of Armstrong's correspondence with heads of state falls under the latter category. Occasionally detailed letters regarding the editing of an article were exchanged, and these have been retained. There are very few manuscripts in the collection, and the ones that are tend to be in foreign languages. Armstrong apparently discarded the manuscript articles once they were published.
Box 5 and boxes 9-11 of the series contain correspondence related to Armstrong's articles and books. Included are notes, sources, letters with publishers, reviews, promotional materials, selected entries from Armstrong's journal, acknowledgements and contracts.
This series also contains a limited quantity of personal correspondence between members of the Armstrong family, but it is fragmentary at best, and mostly relates to Armstrong's earlier years. Armstrong pulled together most of this family correspondence while writing Those Days. Especially notable is the lack of correspondence or materials relating to Armstrong's later personal life.
Almost all social correspondence has been discarded, unless it was included in an otherwise important letter. Many telegrams were discarded because their content was either trivial or repeated elsewhere. Most published matter was also excluded; it consisted primarily of clippings from the New York Times. When notable published items were found, they were given citations on their accompanying correspondence.

Series Description
This series documents many of the organizations, committees, and conferences that Armstrong was actively involved with over the course of his lifetime. It documents much of Armstrong's philanthropic work for Yugoslavia and the many activities of the Council of Foreign Relations, especially the War and Peace Studies organized during World War II. The materials in the Foreign Affairs sub-series documents the creation of Foreign Affairs and the early work of the Council. Other committees documented in this series include the President's Advisory Committee on Political Refugees and the State Department's Advisory Committee on Postwar Foreign Policies.

Subseries 2A: American Home for Jugoslav Children, 1922-1938
Subseries Description
The Serbian Aid Fund established the American Home for Jugoslav Children in 1923 at Slece, Croatia to provide a summer home for Jugoslav children whose fathers died in World War I. Madame Mabel S. Grouitch served as director of the home and Armstrong acted as secretary of the Home.
The subseries is arranged with correspondence in alphabetical order followed by miscellaneous materials in alphabetical order. The files document correspondence between Armstrong and other officials of the home and the day-to-day operation of the New York office. Grace Barnes ran the New York office, managing the collection of donations and gifts. Much of the correspondence with Madame Grouitch describes the work she performed in Yugoslavia.

Subseries Description
The America-Jugoslav Society was established in 1923 in order to foster understanding between the two countries and to provide current information to Americans on Yugoslavia. Armstrong was a director of the Society. The sub-series contains correspondence in alphabetical order followed by miscellaneous materials also in alphabetical order. The files consist of information detailing the operations of the Society including routine correspondence, minutes, finances and functions. The most extensive correspondence is with John A. Kingsbury, secretary from 1924 to 1927, and George Radin, secretary from 1927 onward. In 1930 Armstrong gave up active membership in the Society because it was to become a subsidized agency of the Jugoslav government.

Armstrong attended this conference as a press delegate from the United States. The general debate of the conference focused on disarmament, the struggle against colonialism, economic development and underdeveloped nations. Materials in this subseries contain general files relating to activities of the Council. The next three sub-series document particular study groups of which Armstrong was a member. The sub-series is arranged with correspondence in chronological order followed by subject files in alphabetical order. The bulk consists of correspondence relating to affairs of the Council in which Armstrong played a role including dinners, speakers, financial matters, inquiries about the Council, and new Council buildings. Other files of interest include membership committee materials, augmented nominating committee files (the committee was organized to find a successor to executive director George S. Franklin) from 1970 to 1971, and memoranda on various Council topics.

Subseries Description
The Security and Armaments Group was one of five study groups composed of experts and council members, organized with a grant from the Rockefeller Foundation during World War II. The material consists of chronologically arranged agendas and memoranda produced by members of the committee and the committee research secretary for discussion within the groups and eventual transmission to the State Department. One hundred forty-three memoranda were created providing studies on armaments throughout the world. There is almost a complete run of the memoranda. Appendix B of the War and Peace Studies Report (box 75, folder 7) contains a complete list of the memoranda.

Subseries Description
Hamilton Fish Armstrong served as chair of the Peace Aims of the European Nations Group, which was the last group created by the War and Peace Studies Committee. The Group discussed European politics and provided information to the State Department during World War II. The aim of the study group was to investigate the claims of different European states, the validity of those claims, and the possible effects of those claims on current United States foreign policy and on the eventual postwar peace agreement. The meetings usually focused on one country and featured guest speakers from, or experts on, the country being discussed. The sub-series is divided into two categories (Correspondence and Memoranda; Meetings) and is ordered chronologically, dating from 1941 to 1944.
The Correspondence and Memoranda consist primarily of correspondence between Armstrong and guest speakers, group members, and Philip Mosely, the group rapporteur. It includes information about the group's objectives, meeting schedules, list of members and candidates, and memoranda authored by group members. It is comprised of correspondence that does not relate to any specific meeting.
The Meetings material is organized in chronological order. The folders contain agendas, attendance lists, summaries of meetings, and correspondence which is particular to that meeting.

Subseries Description
Upon the outbreak of World War II in Europe in 1939, Foreign Affairs Editor Hamilton Fish Armstrong and Council Executive Director Walter H. Mallory travelled to Washington to offer the State Department the Council's aid in preparing for the eventuality of American's entry into the war and the structure of a peace settlement at war's end.
Secretary of State Cordell Hull quickly approved a plan to involve the Department in such studies if they were sponsored by the Council. Working with the State Department, the Council appointed a Steering Committee for the War and Peace Studies and four (later five) working groups of Council members and State Department officials selected on the basis of their special expertise and experience with particular subjects.
The Council named a rapporteur and provided a research secretary for each group, all of them paid with funds committed to the project by the Rockefeller Foundation. All work was to be confidential. The groups prepared reports on a variety of topics suggested by the members and the State Department. In all, the Groups held more than 350 meetings and wrote nearly 700 documents.
In 1941 the State Department established its own Division of Special Research, headed by Leo Paslovsky. This Division, organized along the lines of the Council's working groups on War and Peace Studies, promptly hired the Council's research secretaries, to which the Council agreed with the proviso that these men continue to perform a similar role for the Council's own studies. In 1942 many of the leaders of the War and Peace Studies groups joined Hull's Advisory Committee on Postwar Foreign Policies.
Hamilton Fish Armstrong was the vice-chair of the Steering Committee, which was the driving force behind the War and Peace Studies. The War and Peace Studies included five study groups: Security and Armaments Group (known as Armaments); Economic and Financial Group; Political Group; Territorial Group; and the Peace Aims Group (organized 1941). The papers principally contain materials from the Security and Armaments Group and the Peace Aims Group since Armstrong was a member of both groups.
This subseries contains separate folders for correspondence and for memoranda and meetings which are arranged chronologically between 1938 and 1945. The bulk of the correspondence deals with individual views of topics discussed at meetings and evaluations of the organization's progress. Additionally, many members of the organization sent each other drafts of letters and memos for editing. The memoranda and meetings folders document meetings and items generated from these meetings. After the chronological folders are several subject files, including Steering Committee records, a topical index and the final report of the project.

Subseries Description
The Foreign Affairs subseries documents certain aspects of the operations of the journal. The subseries does not provide a complete history of the journal but only some aspects of its history and operations. The bulk of correspondence relating to the managing of Foreign Affairs is located in the Correspondence series, especially correspondence with Archibald Cary Coolidge, Edwin Gay and Whitney Shepardson. Included are Armstrong's notes on various aspects of running the journal and printed matter such as bibliographies and promotional material. The documentary material (1922) on the creation of the journal is important.

Subseries Description
President Franklin D. Roosevelt formed this Committee prior to the Evian Refugee Conference of 1938, in order to assist European political refugees with diplomatic action and financial assistance. The American Committee advised both the President and the State Department, and acted as an intermediary between the International Committee and the many United States organizations dealing with political refugees. Armstrong accepted membership on the Committee on the understanding that he could bring to the committee knowledge of conditions in Europe. The files contain correspondence, notes, reference materials on the refugee situation, memoranda from the State Department, and minutes documenting the activities of the committee.

Subseries Description
The Serbian Aid Fund files document activities to provide aid to Serbia following World War I. The miscellaneous materials consist of notes, executive committee minutes and clippings. The Fund financed a War Fund Memorial, erected in 1928, to commemorate doctors and other relief workers who gave their lives for Serbia.

Subseries Description
In 1941 the State Department organized a Division of Special Research along the same lines as the Council on Foreign Relations War and Peace study committees. In 1942 the State Department established an Advisory Committee on Postwar Foreign Policies. Armstrong was one of several committee members from outside the State Department, serving on the Subcommittees on Political Problems and Territorial Problems. Armstrong was also a member of the European organization subcommittee formed in 1944.
The State Department files contain general correspondence and memoranda followed by various committee files. The State Department correspondence and general memoranda files contain correspondence regarding the organization of the Advisory Committee, memoranda and information on meeting arrangements, matters of general concern to the members, and memoranda from subcommittees of which Armstrong was not a member. The Joint Meetings File documents meetings between two or more of the subcommittees and includes correspondence, articles, agendas, and notes.
The materials from the Political and Territorial Subcommittees consist of memoranda for discussion, printed material, and Armstrong's handwritten notes. There are also two files containing Armstrong's private memoranda about the meetings.

Subseries Description
A non-partisan group of prominent individuals who wished to continue and honor the pursuit of Wilson's ideals of peace and world harmony created the Woodrow Wilson Foundation in 1925. Hamilton Fish Armstrong had a strong commitment to the Foundation and held a range of positions from member of the Board of Trustees to president. The files for the Woodrow Wilson Foundation subseries include correspondence, awards, by-laws, financial statements, minutes, press releases, proposals, publications and reports of the librarian. The files within these categories are arranged chronologically from 1925 to 1968.
The correspondence deals with routine issues as well as special events. There is extensive correspondence dealing with the construction of the Woodrow Wilson Memorial at Geneva. Oversize blueprints and photographs of the Memorial have been relocated to the Woodrow Wilson Foundation records in the University Archives. Another large portion of the correspondence reflects the time and energy the Foundation put into honoring Wilson's Birthday.

Series Description
Armstrong served as one of the principal delegates of the United States to the United Nations Conference on International Organization [UNCIO] in San Francisco in 1945 which drafted the United Nations charter. Armstrong's official title was Special Adviser to the Secretary of State, Edward R. Stettinius, Jr. During the Conference he maintained a full set of records of his activities, which provide a highly detailed account of the meetings he attended. In addition, Armstrong retained a nearly complete set of documents for both the United States delegation and the UNCIO.
Subseries 3A: Daily Journal, March 30 to June 27
Subseries Description
The most important part of the UNCIO series is the daily record of activities maintained by Armstrong. There are pre-Conference meetings of the United States delegation in Washington prior to the trip west which focus on possible changes to the Dumbarton Oaks proposals (for this see also the Dumbarton Oaks section of the Documents subseries below). Throughout Armstrong kept handwritten notes of all meetings, most of which were later transcribed as typescripts. There are records of Plenary Sessions, United States delegation meetings, Big 4/5 meetings; meetings of the United States advisers; full and subcommittee meetings of Committee 2 (Membership, Amendment and Secretariat), Commission I (General Provisions of the Charter) on which Armstrong served, and meetings of the Style Group which provided American advice to the Coordination Committee.
Other materials in these daily files are memoranda by Armstrong and others, agendas, correspondence, official United Nations and United States delegation documents, daily schedules and invitations and general observations on the conference by Armstrong. At times Armstrong can wax poetic as in his description of his conversation with a cab driver on his way to the airport for the flight to San Francisco. Readers should also refer to the Correspondence Series for this same period, especially for interactions with members of the United States' and other delegations.

Subseries Description
Armstrong grouped his official and semi-official documents in various ways, almost always integrating UNCIO and United States delegation records together when similar numbering systems were employed, as in the Commission and Committee documents, which together with Coordination Committee documents constitute the bulk of these records. Few of these documents have any annotation by Armstrong, but occasionally memoranda and correspondence can be found among the document series. The typical arrangement is by document number, which is roughly chronological. Of note are the various Dumbarton Oaks briefing books prepared for the United States delegation which do include many Armstrong notes. Some official documents will also be found among the Daily Accounts subseries.

Subseries Description
Delegates to the Conference received a great deal of material over the transom from a variety of governments and United States interest groups, particularly ethnic and religious organizations. Much of the material is designed to lobby the delegates regarding some international problem or conflict. Armstrong also saved the special San Francisco edition of the New York Times which has been filmed and is cataloged separately as MuddF 8.

Series Description
The Notebooks and Memoranda series is arranged chronologically dating from 1928 to 1972. Armstrong's notebooks are essentially a journal or diary of typed observations on politics, world events and economics, as well as his notes from dinners, meetings and interviews, including his candid impressions of people. The series contains memoranda of conversations Armstrong had with Hitler, Mussolini, Tito, the Dalai Lama, John Foster Dulles, and Franklin D. Roosevelt, among others. Journal entries will also be found in the State Department subseries of the Organizations and Committee series, in the United Nations Conference on International Organization series, and in the Subject Files series.
Armstrong's memoranda from his trips abroad is also significant to this series. They detail meetings which heads of state, ambassadors, royalty, military personnel, and other influential people as well as Armstrong's notes on the country. Also included are copies and drafts of some of the articles and speeches he wrote over the years. Materials similar to those found in this series are often found in other series in the papers, for instance in the Daily Journal subseries of the UNCIO, and the Correspondence, Writings, Travels and Subjects series.

Series Description
The Writings series is comprised of both published and unpublished writings, including books. The series is broken down into seven subseries by type of material, each arranged chronologically. The Articles subseries includes items from such publications as The Blue and the Gray, New York Evening Post, New York Times, and Scribner's. Armstrong's Foreign Affairs articles are not included since they are separately indexed in the journal which is available in the Reference Room. Copies from Armstrong's scrapbooks flesh out this series for the 1920s; see the Scrapbooks for a more complete record of the period since 1930.
The second subseries, Books, focuses on three of Armstrong's books: Tito and Goliath, Peace and Counterpeace, and Those Days. All book files have correspondence, notes, chapter outlines and commentaries. For example, the Tito and Goliath files have comments by R.A. Rosa, Cyril E. Black, Philip E. Mosey, P.R. Sweet, and A. Draynich. The Peace and Counterpeace files also contain subject files which are arranged by year. Within these files, topics range from Archibald Cary Coolidge's death to information on various countries such as France, Germany and Switzerland. Much of the Peace and Counterpeace material consists of Armstrong's journal entries for the period prior to 1935.
The remaining subseries are Notes, Poems, Reviews, Speeches and Unpublished Manuscripts. Most of the dates and locations of the speeches have been recorded. In some cases, a published article has sections that were never published, as is the case with the article “Last Time” (1943).
